The philosophy of housing first is growing increasingly used for programs and services for homeless individuals. It suggests that while individuals become homeless for a multitude of different reasons, they all share one thing in common - a lack of a home. By providing a house first, homeless individuals can work on their underlying issues in safety and security off the streets. This contrasts with earlier models where a homeless individual would have to pass certain criteria before obtaining a house.
